Colorado Springs was the first place to bring this to our attention and initiated our research. This problem could be across the entire country. Colorado Springs has been out in front.

I don't think there is any way this could have been predicted. Right now we are doing enough research to get on top of the problem to stop this from happening. I don't think you can point the finger at anyone.
